You must achieve all 39 competencies during your training-contract period.

You can achieve competencies at any stage within the training-contract period, however they need to be achieved in a chronological order.

Competencies further along in each timeline can only be achieved after you've achieved the earlier competencies. This means later competencies will be achieved at a later stage in your training contract.
